Safety Action Plan for 1st. line supervisor

Empower the 1st. line Supervisor:
1.1. Employees with supervisory roles must be selected because of their skills and aptitude for supervisory activities
1.2. Empower supervisor to intervene whenever any unsafe behavior is practiced and correct as applicable.
1.3. Give him self confidence by supporting him with his decisions.
1.4. He should learn how to build an environment that fosters individual achievement in a safe manner.
1.5. Supervisor should be participated in extensive (local and outside) training courses to empower him in the following aspects.
1.5.1. Utilization of Personal Protective Equipment (PPE).
1.5.2. Safety Standards during job preparation and execution.
1.5.3. Best communication skills to avoid incidents.
1.5.4. Avoid safety problems by clearly defining expectations and address the needs of his employees more effectively.
1.6. Supervisor should be oriented to plan his job safely following standard safe procedure.
1.7. He should be provided by all proper safety equipment, devices and tools to perform his job with less stress, and ensure safety equipment in the area are maintained and functioning effectively.
1.8. Supervisor should be effectively engaged in hazards identifications and risk assessment process and be encouraged to report and feedback all safety hazards and incidents and decide with him the suitable corrective actions and let him participate in decision making.
1.9. Instruct and lecture him on safety issues, and hold periodic safety meetings with him to discuss all safety issues.
1.10. Transfer to him all new topics related to safety and received from top management to keep him aware of any recent events and decisions.
1.11. Creates a motivation system for supervisors to encourage them doing their best towards safety.
1.12. Supervisor to be provided by a copy of regulations issued by Jordan Labor Ministry article 78 available in the company (Attached version in Arabic).

Provide Effective Safety Training to His Subordinates Before Exposing Them to Hazards:
2.1. Ensure that all his subordinates are initially selected on the basis of the approved competency matrix and have received the induction safety training and that they know the location of the nearest fire extinguisher, emergency exit, assembly point, safety shower, manual fire extinguisher, first aid point, hose real and fire hydrant.
2.2. Identify on continually basis the safety training needs for both normal duties and during states of emergency and perform the on-job safety training and awareness.
2.3. Follow-up with Training Center the implementation of the training needs for his subordinates that require special knowledge and skills from specialized training bodies.
2.4. Whenever there will be a case employee transfer to or from his department; he must make sure that a meeting among the transferring supervisor, the receiving supervisor, HR representative and safety representative is held to ensure effective communication regarding employee safety performance.

Provide Adequate Resources and Support:

3.1. Ensure safety systems, fire and emergency systems including emergency in his area are provided, installed, maintained and functioning effectively
3.2. Ensure the adequate tool for each job are provided and maintained
3.3. Ensure that Personal Protective Equipments are provided to his subordinates and maintained.

Ensure Compliance by Enforcing Safety Rules:

4.1. Ensure that "Zero Tolerance Policy" is effectively communicated to all of his subordinates and totally understood.
4.2. Ensure that the required safety standards to his subordinates’ jobs are established and effectively communicated to his subordinates. He has the duty to follow-up the implementation of the safety standards by enforcing the good behavior and coaching the substandard behavior.
4.3. Ensure that all APC safety policy & procedures (KEY SAFETY PROCEDURES) in particular are fully, accurately and effectively implemented.
4.4. Ensure that tough (Joking & Jesting) at the workplace are forbidden and fully complied by his subordinates.
4.5. Ensure that housekeeping is always kept at the highest levels of performance.
4.6. Maintenance activities must be planned, even emergency repairs. The time it takes to plan a job, read the maintenance procedures and get the needed safety equipment will be made up in the safety of the job and the ease in completing the job. A little planning goes a long way in doing safe maintenance. To rush into an emergency repair is to invite disaster.
4.7. Prior to returning the equipment to service, supervisor should check the equipment to insure that all maintenance jobs are completed, the equipment is properly reassembled, all safety equipment and any tools used in the maintenance have been removed and the work place has been cleaned and tided up.
4.8. He should give safety priority in all maintenance procedures and activities to ensure safety implementation and never let quality, production, or cost considerations compromise safety or hazards protection
Protect his Employees from injuries and illness by Identifying the Hazards and Controlling the Risks:

5.1. Develop safety objectives for himself and his subordinates and set action plans / programs for implementation.
5.2. Effectively supervise and be actively engaged in the process of Hazards Identification, Risk Assessment and Risk Control.
5.3. Ensure that each of his subordinates has an effective Individual Safety Action Plan, and to be reviewed and approved by him.
5.4. Ensure that his subordinates fully comply with safety requirements during his presence and absence.
5.5. Keep, update and provide his subordinates with updated legal requirements.
5.6. Ensure that safety meetings and contacts with his subordinates are held weekly and the implementation of the outputs is carried out effectively and timely.
5.7. Ensure that the Outside Contractors working under his supervision and his work visitors are fully complying with APC safety regulations.
5.8. Make sure that all Taproot & Safety Corrective Actions generated by internal or external audits are implemented effectively and timely.
5.9. Monitors and continually assess the safety performance of his employees and have it actively considered in the employee annual appraisal.
Demonstrate Safety Leadership:
6.1. Make sure, on daily basis, at the start time of the work that all his subordinates are present, in good, healthy conditions and competent for the tasks scheduled.
6.2. Recognizes good performance. Remember the 5-R Principle-(Regularly Recognize and Reward and you will Rarely have to Reprimand.
6.3. Coaches the substandard performance
6.4. Set a good example by fully and accurately complying with safety requirements.
6.5. Encourage the generation of proposal for improvements from his
subordinates for any useful change in any of APC safety procedures or
work instructions.
